El inglés apenas tiene subjuntivo, pero le queda un resto en frases formales que expresan propuesta, exigencia o consejo. Tras verbos como suggest, recommend, insist, demand, request + that, el verbo va en su forma base para todas las personas: sin la "-s" de tercera persona y sin "to". Por eso se dice I recommend that he study (no "studies") o It is essential that she be here (no "is"). Suena raro al principio, pero es correcto y muy formal.

I insist that he be on time. · We ask that she arrive early.

También tras it is essential/important/advisable that: It is essential that they be present.

El error típico del hispanohablante

Sin "-s" en tercera persona: that he go, no "that he goes".

Usa be, no "is/are": that they be informed.
